Francis Ogunpitan is a Development Sociologist with a Ph.D. degree from the University of Abuja, Nigeria. He has over 30 years of experience in the development sector and 18 years in full implementation of monitoring and evaluation-related functions in different areas of the development sector in Nigeria and West Africa, supporting National and subnational authorities, and NGOs with institutionalization of M&E processes in the implementation of sustainable and pro-poor WASH services.
With over 32 years of experience in monitoring and evaluation of programmes / projects funded by the EU/UNICEF/USG/WB, Dr Ogunpitan is well-versed with the specificities of donor-funded technical assistance in the subject area. He is well tutored in EU EDF procedures and the funding instruments, processes, and requirements by virtue of the different positions as Key Experts, Non-Key Experts (NKEs) in EU funded programmes / projects.
Dr Ogunpitan has led many evaluation missions in Nigeria, some examples among others include the Impact Evaluation of UNICEF programmes in Nigeria, 2013 – 2017 where he led the Nigerian Team. In addition, he has led the end-of-programme evaluation of EU-funded project Technical Assistance (EU-TAC) to Civil Society Organizations in Plateau State, Nigeria. He is also currently overseeing the implementation of Cargill Currents WASH programming in Ghana, Ivory Coast, and Cameroon, and also Coca-Cola Foundation-funded Water Resources Projects in Ethiopia, Tanzania, and Mozambique under contract with Global Water Challenge.
